Riyadh, January 2, 2026, SPA -- 2025 was not an ordinary year for the Kingdom of Saudi Arabia’s digital government journey. The Kingdom ranked second globally in the World Bank Group’s GovTech Maturity Index (GTMI) 2025 and ranked first, for the third consecutive time, in the 2024 Government Electronic and Mobile Services (GEMS) Maturity Index issued by the United Nations Economic and Social Commission for Western Asia (ESCWA).

In 2025, digital government continued its steady advance toward global leadership and services closer to beneficiaries, supported by advanced digital infrastructure. With unlimited support from the wise leadership, Saudi Arabia recorded a GTMI score of 99.64% and achieved a 96% maturity rate in the overall assessment of ESCWA’s GEMS Maturity Index 2024.

The results underscore that this progress was not a coincidence or a short-term decision. It was a direct outcome of Saudi Vision 2030 programs that reframed government from a traditional service model into a smart, flexible and integrated platform built on planning, execution and impact measurement. The Saudi experience has drawn broad international praise, most recently from UN Secretary-General António Guterres during his visit to the Innovation Hub at the Digital Government Authority, where he praised Saudi Arabia’s progress in digital government.
