We address you in our capacity as members of the Al Thani family, motivated not by courtesy but by a sense of responsibility, and not by mere loyalty but by duty. Far from the language of advice or petition, we hereby place before you a formal declaration expressing grave concern regarding the absence of constitutional legitimacy, the erosion of sovereignty, and the manifest failure of leadership in the State of Qatar. The constitutional framework imposed upon the State of Qatar lacks legitimacy in its essence. By restricting rule to a specific lineage descending from Sheikh Hamad bin Khalifa Al Thani, the constitution violates established principles of international law that reject exclusion based on heredity. More gravely, it constitutes a clear breach of Islamic Sharia, which does not sanction the monopolization of authority by hereditary exclusivity, but rather bases governance on justice, competence, consultation (shura), and public acceptance. Islam does not permit confining authority to a narrow hereditary branch, nor does it allow the exclusion of the broader ruling family from consultation and consensus. This deliberate marginalization of the Al Thani family contradicts the very constitutional and religious principles the state claims to uphold. A constitution that proclaims Sharia as its source while contradicting it in practice is devoid of legitimacy and cannot be binding. Equally alarming is the ongoing surrender of Qatar's sovereignty through entrusting national defense to foreign military forces, foremost among them American and Turkish troops. The permanent presence of foreign armies on Qatari soil constitutes a direct violation of sovereignty and a departure from Islamic principles that command self-reliance and the obligation of Muslims to defend their lands themselves. History offers profound lessons: nations that outsource their defense or mortgage their sovereign decisions to others do so not from strength, but from weakness and submission. Qatar is neither poor nor incapable. The state possesses vast financial resources, strategic depth, and a capable population. There is no rational or moral justification for claiming that Qatar cannot defend itself, especially when considering the Palestinian example, which has demonstrated extraordinary resilience despite limited means. In this context, there is an urgent need to reconsider reliance on external powers that exploit wealth and strategic location while sidelining educated, loyal, and competent Qatari citizens. Despite the billions spent on foreign militaries, Qatar has failed to protect itself from repeated violations in recent months. It has become evident that these foreign forces-whose presence is justified in the name of protection-have failed to fulfill their purported role, even withdrawing at the first sign of genuine danger. This reality not only exposes the fragility and futility of current defense policies but also raises an urgent existential question: what is the value of forces that neither deter aggression nor protect the state? Military failure cannot be separated from political failure. The legitimacy of a ruler is contingent upon the ability to protect the people. Furthermore, your accession to power lacked the substance of genuine consultation and public legitimacy, relying instead on the imposition of familial will. This has produced a troubled reality characterized by dependency and decline. The enduring principle is that leadership imposed by force rather than earned through merit and competence does not build a strong nation; it entrenches weakness under the guise of false stability. The recent attacks on Doha constitute unequivocal evidence of the failure of current authorities and policies. While billions are squandered abroad and paid to foreign armies within our borders, the future of Qatar and its people is being mortgaged. We ask plainly: what future are you leaving to the coming generations? Are you preparing leaders capable of defending their homeland, or subjects compelled to perpetual dependence on external powers? Our forefathers defended Qatar with honor, determination, and faith-without foreign armies and with far fewer resources than are available today. They neither leased their sovereignty nor entrusted the nation's dignity to outsiders. Today, despite unprecedented wealth and opportunity, sovereignty has been subcontracted and national pride undermined. This course leads only to dependency and decline, ultimately to self-destruction. The only force capable of defending Qatar is its own people. Therefore, investments must be redirected toward Qatari military capabilities, national institutions, and future generations-not toward foreign armies whose loyalties lie elsewhere. Accordingly, we demand an immediate and serious review of policies that permit foreign forces on Qatari soil and reckless expenditure of national wealth without tangible return. True leadership is not the role of a mediator coordinating the interests of external powers; it is the trust of defending national sovereignty, preserving dignity, and securing the future through the hands of one's own people-not through dependence on outsiders. The unavoidable conclusion from your actions is that you have chosen dependency over strength, appearances over the substance of sovereignty, and subordination over genuine leadership. By these actions, you have demonstrated that you are not fit to manage the affairs of the State of Qatar. God shall judge between us in truth, and He is the best of judges. In conclusion, we call upon every Muslim and every Arab who fears for his faith, nation, and homeland to supplicate to God with this prayer, seeking the blessed times and places of answered supplication: 'O Allah, protect our nation and our lands, and hasten the removal of this unjust and oppressive regime that weighs upon the chests of Qataris and conspires against the Ummah, especially our people in Palestine. O Responder to prayers, we ask You by Your might and power to show us Your wondrous justice upon them, and to forsake them as they have forsaken the oppressed Muslims in Palestine and conspired against them.'
