Roads and Transport Authority. 11th June 2026: Dubai’s Roads and Transport Authority (RTA) has received recognition from the British Standards Institution (BSI) for implementing BS EN 9223, the standard related to Configuration and Engineering Change Management. The recognition reflects RTA’s continued commitment to operational excellence, safety, and the highest quality standards in managing the critical assets of Dubai’s transport ecosystem. BSI’s recognition acknowledges RTA’s adoption of global best practices in controlling and documenting engineering system components and managing related changes in a systematic and disciplined manner. This approach ensures safety, conformity and traceability throughout the asset lifecycle, particularly in complex systems such as Dubai Metro and Dubai Tram. This recognition is the result of RTA’s sustained efforts in collaboration with its operational partners. It also reflects RTA’s strategic commitment to adopting innovation and sustainable development, in line with its vision to be The World Leader in Seamless and Sustainable Mobility. The milestone places RTA among the region’s leading organisations, as one of the first government entities in the Middle East to achieve this recognition. It also reflects the maturity of RTA’s internal systems and its ability to keep pace with the latest international standards in Configuration and Engineering Change Management. Integrated System for Engineering Change Control BS EN 9223 is also based on an advanced governance framework that defines clear mechanisms for managing components of engineering systems. This includes the precise identification of assets, documents and software; the adoption of formal change-control procedures; the documentation and tracking of the status of each item or modification; and periodic audits and reviews to ensure compliance and quality. The Configuration Management system ensures that no engineering change, however minor, is implemented without first submitting a change request, reviewing and approving it, carrying out the modification, and updating the relevant drawings and data. This ensures that no discrepancy arises between the actual technical configuration and the approved documentation. Enhancing Safety and Efficiency in Complex Systems Applying this standard enhances safety and reliability across critical systems, particularly rail, mass transit and other complex systems that require high levels of control and documentation.
